OPEC 周三在維也納的會議，可能是它在川普上台前確保自己權力的最後機會。

PRICE 期貨資深能源分析師 Phil Flynn 表示：「這是 OPEC 最後一次對全球市場有實質影響的時候，等到川普上台，要控制油價就更難了。」

川普向來明確的表示他希望美國能在全球舞台上扮演更大的能源角色。美國產出更多原油，就能避免第一次石油危機時 OPEC 實施原油禁運，導致美國落入難堪處境。

川普在其著作《跛腳美國》中寫到：「我從不理解我們的油藏這麼多，為什麼會被 OPEC 擺布，當中有些國家還對美國有敵意。」

OPEC 正討論是否該透過減產，或至少是凍產來提升油價。

「如果他們錯過這個機會，他們在 10 年內都將等不到這樣的機會了。」Flynn 說。
 

 

 

沙國希望達成協議

 


原油現在每桶約在 45 美元。如果 OPEC 周三未能達成協議，油價將輕易的落到 40 美元以下或更低。如果它真的採取行動，油價將「測試 2016 年的高點」每桶 51.90 美元，Forex 市場分析師 Fawed Razaqzada 表示。

Rystad Energy 合夥人 Haver Blakset 表示：「我想這次協議比以前更容易達成。」他說，沙國是 OPEC 中的大咖，而這次是它嘗試想要達成協議。

過去兩年的低油價，嚴重打擊了沙國財政，單沙國去年的赤字就來到近 1000 億美元。它甚至還在國內上調了汽油價格 50%。

許多人認為沙國讓油價下滑，是為了要打擊美國頁岩油業，但它仍保持韌性，最樂觀的情勢來看，美國將在 2020 年達成能源獨立。

 

 

 

川普希望達成「能源革命」

 


川普希望能將自己的時間表加速。在上任的頭 100 天內，他希望「移除能夠帶來 50 兆美元工作機會的美國能源相關限制」。直白一點的說，他希望美國產更多油，越快越好。

為了要完成他所謂的「能源革命」，川普計畫開放在岸及離岸的土地來鑽探，並收回歐巴馬對於能源生產的環保限制。更讓 OPEC 頭大的是，川普希望停止從 OPEC 成員國進口油品。

Flynn 說，當川普上任後，OPEC 將無法再玩什麼價量間的把戲。

周三的 OPEC 會議意義重大，因為這是它展現市場決斷力的最後機會。

「最好的情況是達成了協議。但它的規模如何？以及它有實質的影響嗎？」Think Markets 首席市場分析師 Naeem Aslam 表示。

而且還有一個問題，那就是就算成了協議，沙國、伊朗及其他產油國會不會遵守仍有變數。

Aslam 認為，對川普來說，OPEC 周三達成協議與否並不是太重要。沙國曾公開說川普上台對美國經濟有好處，能轉換成更多對於石油的需求。

如果 OPEC 達成減產協議，意味著油價會升，那麼可謂川普的「勝利」。因為這會刺激美國頁岩油商產更多油，可能也會帶回那些油價自 2014 年起崩落所流失的 2 萬個工作機會。

但如果無法達成協議，油價會變得很低，這也對川普上台時的經濟有益處。因為油價低會釋放民間消費力道以及企業的開支，讓通膨受控。而川普的計畫包括減稅及基礎建設開支，正是導致通膨上升的因子。
